there are other ways to do this, but setting them up for a user with admin on the box they are pointless since they can get around them very easily.
If you give them a login with restricted privileges it becomes very easy to control when they can run messenger. If you don't want to use policies then very basic batch or perl scripts can be written to control access to any application. But, again, if they have admin logons then no dice, because they can disable or bypass policies or scripts with ease.
