Let's go a step further. What if a political/controlling purpose was their only purpose from the start? What if that motivated them to create the notion of God? That seems more likely to me.

I didn't say cannot I said PROBABLY cannot. There is a difference. Scientists use probabilities and likelihoods to assess outcomes. Of course you cannot say anything absolutely, religious or otherwise.
